How do you use the off-set angle modifier?

I may be doing this wrong, or Fusion has a bug since at least version 9.02, but I can't get the offset angle modifier to behave differently when choosing different modes i.e. it doesn't matter if I set the mode dropdown to offset, difference (both versions), average, maximum etc. It all works (or doesn't work) the same.

Is this me or have I found a longtime bug?
