[DEV] DCTL Gaussian Bilateral 2-Pass-Filter for Denoising/Deblocking etc.

Just an idea about a bilateral filter. The 2-pass method makes sure, that it convolves 2 x n and not n x n. In addition, you are able to displace vertical/horizontal parts.

Included a second method which is running a 1-Pass Circular Kernel.

Oh buddy you are on fire, this is really useful I always use this effects on Photoshop and Affinity to threat noisy images I'm glad to finally have in Fusion, thanks.
