This one has been a long time coming, and with Fusion 16 it's finally possible - Time Splime! Yes, Splime.

What this Fuse allows you to do is take a Frame Range and shape its timing using a spline shape, or LUT curve. It's great for those sudden slow-downs or speedups, and for use in combination with that other retime tool. Motion graphics definitely come to mind...

This single Fuse gives you Number and Point modifiers, as well as TimeSplime and TimeSplime3D tools, for retiming Image and 3D flows respectively.

The tool is for Fusion 16 only - Fusion 9 unfortunately doesn't support LUT controls in Fuses. Which is also why the tool is separate instead of integrated in Time Machine (for now).
